Health Manager – South Sudan


The Health Manager will report to the Field coordinator Malualkon and technically to the Deputy Health Coordinator based in Juba. The position will be based in Malualkon with frequent travel to the field sites for support and monitoring of program activities through IRC direct and indirect interventions.

Major responsibilities:

In coordination with the Field coordinator and the Juba technical team, the manager will also collaborate closely with partners and government agencies as required. Specific responsibilities include, but are not limited to the following:

Programs Management

• Ensure that budgets are spent according to plan and as per contractual agreements with respective donors.

• Conducts monthly BVA reviews and make appropriate recommendations to the finance and Supply Chain staff.

• Ensure that program spending is in line with original activity work plan and burn rate goes in line with the activity implementation progress.

• Ensure that project activities and spending are fully in compliance with the donor regulations

• Provide impactful program implementation focusing on improving program quality, client responsiveness and diversity and inclusion through coordination with relevant technical staff, partners, and clients.

Reports and Proposals

• Prepares regular updates and share with the direct and dotted line managers, other colleagues and donor as required.

• Compile monthly report from field and sub grantees and forward to the Deputy Health Coordinator

• Assist in drafting concept papers, proposals and budgets for future responses as required.

• Assist Program Unit staffs in drafting all donor reports.

• Review IRC direct interventions and proposals coming from partners.

Monitoring and Evaluation

• In Collaboration with the health M&E team, coordinate support supervision visits to all project sites supporting Infection Prevention and Control (IPC) assessments, Quality of Care assessments, action client responsiveness and accountability feedback, and coaching of front-line project staff on project quality and implementation.

• Actively participate in internal and external evaluation of Health response interventions.

• Engage the County Health Department (CHD) and health facility staff in regular submission of Health management Information Systems (HMIS) monthly reports through the DHIS 2.0

• Ensure submission of weekly Integrated Disease Surveillance and Response (IDSR) reports and Early Warning and Alert Systems (EWARS) reports.

• Review all the project reports before submission, analysis of the reports and preparing corrective and improvement plans to ensure that the project is on track

Representation, Coordination and Working Relationship

• Attend and represent IRC at relevant coordination and technical working group meetings organized by – UN, Government, donors, clusters, and other NGOs.

• Prepare meeting notes as required and share these with the line management.

• Participate at state level coordination health meetings and actively represent IRC

• The Health Manager will take additional responsibilities as required by the Deputy health coordinator

Technical Support and Capacity Building

• Coordinate field level and participate in monthly technical project review meetings, prepare, and represent the field office in quarterly data review calls.

• Coordinate and lead health related field assessments in the event of an emergency, provide mentorship to the field teams in implementation of emergency response.

• Stay up to date on health-related humanitarian/emergency situations in the country and actively share that with supervisors and other colleagues

• Identify training needs and coordinate trainings for IRC, government, and partner staffs in emergency health situations.

• Responsible for handling prepositioning of drug supplies and medical items vital for projects. Closely monitor the forecasting, requisition, distribution, and overall pharmaceutical supply chain management.

• Responsible for reviewing and developing county level immunization micro-plans collectively with stakeholders and planning routine static and outreach immunization services to ensure increased coverage at County level

• Work closely with the stakeholders to review quality improvement plans at the Facility level and County level including for Sexual Reproductive and Health Services (SRH), IPC and overall quality improvement.

Job Qualifications

Education:

• Health professional (Medical Doctor)

• Master’s in public health is desirable

Work Experience:

• At least 5 years’ experience in coordinating, implementing and leading primary and secondary health programs in developing countries and/or refugee settings.

• Good project management skills, ability to plan, coordinate and supervise projects

• Excellent people management skills and ability to build effective teams

• Self-motivated, Team player and able to work in a multi-cultural context

• Languages:

• Fluent in English, Knowledge of Juba Arabic is an added advantage

• Computer/Other Tech Requirements:

• Good computer skills: MS Word, Excel, and email/internet software.

Working environment:

Security: Security level orange. South Sudan remains volatile. Although the possibilities of a crisis cannot be completely ruled out but indicators of continuing ceasefire are visible. The situation remains tense and unpredictable; concerns include high criminality rate, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states. Due to the deteriorating economic situation in South Sudan (i.e. devaluation of SSP, shortage of fuel, shortage of USD, increasing prices of food and basic necessities) the local community has developed growing animosity towards the expatriate community in the country.

Living Conditions: The position is based in Malualkon in Aweil East. Lodging is basic, i.e. in traditional huts with separate shared latrines and showers. Movements are restricted and a curfew is in place.
