May gumagawa na niyan! Tech advocates oppose move to let MTRCB review video games


A network of digital advocates is against a proposal to expand the Movie and Television Review and Classification Board’s (MTRCB) mandate to include the regulation of online video games.

Digital Pinoys national campaigner Ronald Gustilo said the classification and regulation of video games “is totally unnecessary” because of the existing mechanism put in place by the Entertainment Software Rating Body (ESRB).

The ESRB is a self-regulatory body that independently applies and enforces ratings, advertising guidelines and online privacy principles adopted by the industry.

“Despite the absence of a law, video game creators and developers is self-imposing ESRB ratings on their video games. We find this already sufficient and that government regulation is unnecessary,” Gustilo said in a statement.

Senate Bill No. 1063 or the proposed Video and Online Games and Outdoor Media Regulation Act seeks to amend Presidential Decree No. 1986 that created the MTRCB.

Under Gatchalian’s bill, the procedure on examination and review, as well as banning of media deemed unfit for consumption in the Philippines, will also apply to video and online games, and outdoor media.’

The measure also prohibits the sale or distribution of any video game that has been rated “Adults Only” by the Board. It will also be unlawful for a minor to buy or receive games rated “Adults Only,” and use false evidence of age to obtain copies of these video games.

Instead of regulating video games, Gustilo said the government should address “real life problems” such as hunger and poverty.

“Can the government still afford to take on another regulatory function while talking about right-sizing and rationalization within the government? Maybe it should focus its attention and resources in addressing the budget deficit rather than spending on unnecessary matters,” Gustilo said.
